have a fair understanding of the grounds upon
which the military aspect of them'is to be just¬
ly founded ami approved, is, that at the
period when they were framed, the whole
population were soldiers : and all the most im¬
proved and intelligent men were placed in the
highest civil and military offices : in this state of
things, a government bearing some degree of con¬
sonance with the condition, character, wants,
and employment of the whole people, was abso¬
lutely necessary-
