Since his enfranchisement the
Negro has played quite a conspicu¬
ous part in the official life of the
country, both at home and abroad.
As Minister and Consul he has,
without exception, filled the posts
with fidelity and high competency,
and has maintained the dignity and
prestige of the United States Gov¬
ernment. With this sketch we give
the portrait of Hon. Owen L. W.
Smith, our Minister to Liberia.

A Colored Lawyer's # ee.
The largest single fee yet collect¬
ed by a colored lawyer was $15,000.
This was paid to J. Milton Turner,
of St. Louis, who successfuUy pros¬
ecuted some claims of the Cherokee
Indians against the Government a
few years ago. Mr. Turner was at one time United States Min¬
ister to Liberia. Colored lawyers are meeting with decided suc¬
cess, and have formed a National Bar Association.
